South Korea's Great Energy Transition Strategy: A Blueprint for an Electro-State
▼This presentation outlines South Korea's "Great Energy Transition" strategy, a comprehensive blueprint designed to transform the nation into a renewable-centered "Electro-State." This strategic shift serves as a critical response to the escalating climate crisis and rapidly evolving global energy security paradigms. Given that South Korea currently relies on fossil fuels for 80% of its primary energy and imports 93% of its energy supply, an accelerated structural overhaul of its energy system is both an economic and environmental imperative. To achieve this paradigm shift, the strategy delineates three core objectives:
- Expanding Renewable Energy: Expediting the deployment of 100 GW of renewable capacity to achieve a generation share exceeding 20% by 2030. This objective also entails establishing a definitive roadmap for a complete coal power phase-out by 2040, alongside a systematic transition of heating systems from fossil fuels to renewable sources.
- Leading Green Manufacturing: Cultivating a robust green industry ecosystem to position South Korea as a global top-three powerhouse in critical sectors, including solar, wind, and advanced batteries. This pillar targets a 30% national electrification rate, propelled by comprehensive industrial electrification and a mandate for zero-emission vehicles to comprise 40% of all new vehicle sales by 2030.
- Promoting Balanced Regional Development: Innovating the national power grid to support a decentralized, bidirectional architecture and introducing localized electricity pricing models. Furthermore, the initiative is designed to generate equitable "energy income" for 10 million citizens through community-participatory renewable energy projects. Ultimately, this transition aims to systematically reduce national fossil fuel dependency to 66%, thereby securing long-term economic competitiveness and cementing the foundation for sustainable carbon neutrality.

Objectives of the session

This session is organised as an Oxford-style debate between two experts—Pawel Wargocki and Benjamin Jones—with the objective of clarifying what current studies collectively indicate, what remains uncertain, and how CO₂ concentration should be interpreted as an IAQ indicator in relation to cognitive performance.

Objectives of the session
This special session presents the first-year research outcomes of a five-year national R&D project supported by the Ministry of Land, Infrastructure and Transport (MOLIT) of the Republic of Korea, entitled "Development of Core Technologies for High-Rise Zero Energy Grade 3 Apartment Buildings." Through this session, six papers will be presented, each addressing key technological and methodological challenges associated with realizing zero-energy performance in high-density residential buildings.
The purpose of this session is to introduce and share the first-year research outcomes of the research consortium and to enhance understanding of the project's overall research direction, methodologies, and preliminary findings among academic and professional audiences.
